Where Next for Neighbourhood Plans?

News from the National Association of Local Councils (NALC).  CPRE have strongly encouraged parishes to start a Neighbourhood Plan and here is the first monitoring report which gives mixed messages.

Neighnourhood Plans were introduced to give communities more control over how the places where they live develop and change.  As more are being overturned and more doubt is being expressed over their future, NALC commissioned a Policy Committee member and an academic to examine:

  • The effectiveness of neighbourhod plans in influencing planning appeal decisions.
  • The impact that changes in the revised National Planning Policy Framework (NPPF) are likely to have on neighbourhood plans and
  • Their vulnerability in the face of the new types of large scale overlying spatial plans.
